Know What Applies to Every Mile.Prove It Is Handled.
Parts 190 to 199 run to thousands of requirements, and which ones bind you depends on what you carry, where and at what pressure. X3 Pipeline Compliance turns your systems into one register of the obligations that apply, each with its citation, its owner, its interval and its proof.

The Violation Is Rarely a Rule Nobody Read. It Is the Review Nobody Did on Time.
Most notices of probable violation are not about exotic rules. They are about the manual that missed its yearly review, the survey that ran a month past its 15-month limit and the procedure nobody followed in the field. The rule was known. The owner, the date and the proof were not.
A binder says the program exists. An inspector asks when it was last reviewed, and by whom.

Your Systems In. Your Obligations Out.
Describe each system once: what it carries, where it runs, its class locations and whether it crosses a high consequence area. X3 lines those facts up against Parts 190 to 199 and gives you one row per obligation.
Applicability
Gas transmission, distribution, gathering, hazardous liquid, CO2 or LNG, matched to the Parts and Subparts that apply, with the reason written down.
Obligations
Each requirement as a row: the citation, the system, the accountable owner, the interval and the proof.
PHMSA intervals
"Each calendar year, not exceeding 15 months" computed both ways, so the earlier limit sets the due date.
Procedures & MOC
The manuals behind the work, their review clock and every change taken through management of change.
Regulatory watch
Rules in motion at PHMSA and in your states, with what each would change for you.
Special permits
The conditions you agreed to in a permit or waiver, tracked like any other obligation.
Stop reading the whole Code. Start with the rows that are yours.
One Register. Every Obligation Owned.
An example of what the register looks like once an operator has set up its systems: what is current, what is coming due and what still needs an owner.
- O&M manual review: last reviewed 13 months ago, 15-month limit in 8 weeks (49 CFR 192.605(a))
- Public awareness effectiveness evaluation: four-year review due this year (API RP 1162, 192.616)
- Distribution integrity management plan: periodic review has no owner (49 CFR 192.1007(f))
- Annual report for gas distribution: due March 15 (49 CFR 191.11)
Example only. Your register is built from your own systems. Your qualified people decide what applies. Not legal advice.
7 Working Screens in X3 Pipeline Compliance
- 01OverviewWhat applies, what is due next and which obligations have no owner or no proof.
- 02Applicability ProfilerAnswer plain questions about each system and see which Parts and Subparts of 49 CFR 190 to 199 apply, and why.
- 03Obligation RegisterOne row per obligation: the citation, the system, the owner, how often, when it is next due and the proof.
- 04Compliance CalendarEvery recurring duty on PHMSA intervals, by month, so nothing slips past its 15-month or 7½-month limit.
- 05Procedures & MOCYour O&M, emergency and program manuals with their annual review clock, and every change put through management of change.
- 06Regulatory WatchRules in motion at PHMSA, what each would change for you and what to prepare before it lands.
- 07Special Permits & WaiversSpecial permits, state waivers and deviations, with the conditions you promised to meet and their deadlines.
Profile. Match. Own. Schedule. Prove.
X3 walks each obligation from the regulation to a named person with a date, in the order an inspector would ask about it.
- 01
Describe each system
Commodity, pipe type, states, class locations, high consequence areas and who regulates it.
- 02
Review what applies
Each Part and Subpart arrives with the system fact that triggered it.
- 03
Confirm with a qualified person
Applies, does not apply or needs more facts. The reasoning stays on the record.
- 04
Assign an owner and the proof
One accountable role and the document, record or report that shows it is done.
- 05
Set the PHMSA interval
Monthly, six times a year, twice a year, annual or every three or five years, with both limits counted.
- 06
Reopen when something changes
A new rule, a class change or a new segment reopens the rows it touches.
An obligation is only handled when its next date has a name beside it.

Why per mile. Pipeline work grows with miles of pipe: patrols, test stations, valves, leak surveys and assessments all scale with the system. So X3 Pipeline is priced per regulated mile. Every product has a monthly minimum that covers your first 100 miles, because every operator carries the same fixed work whatever its size: written procedures, an OQ program, an emergency plan and annual reports. Each mile after that adds a small amount. All nine products cost about four times one, so running the whole loop is the better deal, and paying for a year gets you twelve months for the price of ten.
Prices in US dollars. Subscriptions renew each month or year until cancelled.
